PDS:Fix Dart

Fix the unequal segments of a dart, or an incorrect overlap.
- In version 10.4 the option Fix Overlap Direction is not displayed since all dart fixes will also fix the overlap.

 1. |
 2. Move center |
 3. Make first edge shorter - 'First' is in a clockwise direction |
 4. Make second edge longer - 'Second' is in a clockwise direction |
 5. Make first and second edge average |
 6. Fix overlap direction (+Make first edge shorter) |
